Here’s What You Need to Know

Big changes are on the way for new drivers in Northern Ireland. From October, a new Graduated Driver Licensing (GDL) system will be introduced, the most significant update to driving laws here in 70 years.

Northern Ireland will be the first part of the UK to introduce these reforms, which are designed to improve road safety and reduce serious collisions involving young drivers. Here’s what it means for learners, newly qualified drivers and families across NI.

Why Are These Changes Being Introduced?

The new system is focused on improving road safety – particularly for young drivers. In 2024 alone:

  • 164 people were killed or seriously injured in crashes involving drivers aged 17–23
  • This age group accounts for 24% of fatal or serious collisions
  • Yet they hold just 8% of driving licences

The aim of graduated licensing is to help new drivers build experience gradually, reducing risk during the most vulnerable period after passing their test. The system is already used in countries including Australia, the United States, the Republic of Ireland and parts of Scandinavia – regions known for strong road safety records.

What Are the New Rules?

If you apply for your provisional licence from 1 October 2026, the new rules will apply to you. Drivers who break the rules could face three penalty points, and a fine of up to £1,000. Here are the key changes:

Before You Take Your Test
  • Learner drivers must wait at least six months after getting their provisional licence before sitting their practical test (with exemptions for carers).
  • Completion of 14 training modules is required. These must be signed off by an approved driving instructor or supervising driver (such as a parent or guardian).
  • Learner drivers can drive on motorways with an approved instructor.

After Passing Your Test
  • The restricted period will increase from 12 months to 24 months.
  • Drivers must display an ‘R’ plate-style marker, with a different colour for the first six months.
  • The current 45mph speed restriction will be removed. Newly qualified drivers can drive at the posted speed limit after passing their test.

  • For the first six months after passing, drivers aged up to 24 may carry only one passenger aged 14–20 between 11pm and 6am.
  • Immediate family members are exempt.
  • The restriction does not apply if a driver aged 21+ (with at least three years’ experience) is sitting in the front passenger seat.

What Are People Saying?

Reactions from young people have been mixed. Some young drivers welcome the removal of the 45mph restriction, saying it can feel unsafe on dual carriageways. Others understand the reasoning behind a minimum learning period. There are concerns about night-time passenger limits, but many agree that fewer distractions could improve safety — especially late at night when many serious collisions occur.

Driving instructors have broadly supported the changes, particularly if they help prevent road deaths.

For parents and guardians, the new system may offer reassurance. It encourages more structured learning, gradual independence, reduced high-risk driving situations, and better preparation before solo driving. For learners, it means a slightly longer journey to full independence, but one designed to build confidence and experience in safer stages.
